This ambitious project was unveiled during a pivotal meeting at the White House on January 21, 2025, led by President Donald Trump, alongside influential figures such as Masayoshi Son, Larry Ellison, and Sam Altman.
OpenAI is setting the stage for a massive expansion of its operations beyond its flagship site that’s currently taking shape in Abilene, Texas. The aim is to create a vast network of large data centers to power AI technologies effectively. These centers will require a significant investment, reflecting a commitment to enhancing America’s tech infrastructure and leadership in the AI sector.
With an initial commitment of $100 billion, the partnership envisions scaling to a whopping $500 billion, focusing on the construction of data centers and sustainable energy infrastructures. This project is not just about economics; it’s seen as a “resounding declaration of confidence in America’s potential” under the Trump administration, indicating a strong commitment to driving innovation and job creation nationwide.
OpenAI has cast a wide net, actively exploring potential sites across a diverse range of states, including Oregon, Pennsylvania, and Wisconsin. The company has put out a call for proposals, seeking land, power sources, skilled engineers, and architects to facilitate this monumental venture. So far, many states have jumped at the opportunity to host these advanced data centers, echoing the excitement and the potential benefits of the Stargate initiative.
One vital aspect of the proposals is the necessity for locations to have access to critical infrastructure such as electricity and water, given the energy-intensive nature of OpenAI’s operations. Historically, data centers have depended on fossil fuels, which raises concerns about environmental impact and climate change. In response, the company has requested plans to manage carbon emissions and water usage, signaling a step toward sustainability, although it hasn’t exclusively prioritized renewable energy sources just yet.
Keith Heyde, who spearheads OpenAI’s infrastructure strategy, emphasizes the aim of bringing new power sources to prospective sites. As of 2023, data centers in the U.S. accounted for about 4.4% of all electricity consumption, a figure expected to increase significantly as these technologies advance—projected to rise to anywhere between 6.7% and 12% by 2028. With ambitions to construct between five to ten campuses, depending on site size, OpenAI is poised for a vast transformation in the AI landscape. States like Arizona, California, Florida, Louisiana, Maryland, Nevada, New York, Ohio, Utah, Virginia, Washington, and West Virginia are also under consideration for new data center locations.
