Big news for the Rapidan-Rappahannock Health District! The health community is buzzing with excitement as Dr. James “Jay” Carr has just been appointed the new director. This announcement came on a sunny Friday, shaking things up in the health district after the resignation of Dr. Trice Gravatte back in March 2023. It’s a significant moment for the community, and everyone is keen to see what Dr. Carr has in store!
Dr. Carr isn’t just anyone; he brings with him an impressive background with nearly three decades of combined experience. He has proudly served as a Medical Service Corps officer in the U.S. Navy and held various roles in the U.S. Public Health Service. This means he has a treasure trove of knowledge across several fields, including family medicine, emergency medicine, urgent care, and even correctional healthcare! His expertise doesn’t stop there; he also has a strong hold on healthcare management.
Most recently, Dr. Carr served as the chief of the medical case management unit at the Department of Homeland Security’s ICE Health Service Corps. In this role, he managed care for a whopping 52,000 patients housed across 23 ICE facilities nationwide. That’s an incredible responsibility! He also oversaw care for detainees in over 170 additional facilities—talk about a busy schedule!
Education is another feather in Dr. Carr’s cap. He earned a Doctorate of Medical Science from the University of Lynchburg, with an emphasis on administrative medicine. Not stopping there, he also holds a master’s degree in physician assistant studies along with two bachelor’s degrees in biology and physician assistant studies. His dedication to growth doesn’t end; he’s certified as a project management professional, a correctional healthcare professional, and a managed care professional.
The Rapidan-Rappahannock Health District is a crucial area encompassing Fauquier, Rappahannock, Orange, Culpeper, and Madison counties. With Dr. Carr stepping into this role, there’s a renewed sense of optimism. He emphasizes the importance of aligning with the priorities of the Virginia Department of Health to determine the best paths forward for the district.
Dr. Carr has already begun advising the public on the importance of staying healthy. He’s encouraging everyone to get vaccinated for the flu, COVID-19, and pneumonia, ensuring that the community remains resilient against these illnesses.
