In the city of Livonia, a troubling incident from earlier last year has sparked legal action as the family of a 13-year-old boy has decided to sue the city following an unfortunate assault inside a local recreational center.
The incident occurred on June 8, 2023, when a 29-year-old man named Moeez Irfan bumped into the teenager while they were navigating the stairway of the Livonia Recreational Center. What was meant to be a simple pass quickly escalated into violence as Irfan struck the boy in the head multiple times.
After the attack, police arrived promptly to apprehend Irfan, who initially resisted arrest but was eventually subdued by multiple officers on the scene. Eyewitness accounts indicate that the encounter was intense, with the situation being captured on video. Irfan was taken into custody and subsequently transported to a hospital for psychiatric evaluation.
The young victim was rushed to a Metro Detroit hospital to treat his injuries, which included a concussion that forced him to miss the rest of the school year. In addition to physical injuries, the boy also faced emotional struggles, including memory loss, severe trauma, and recurring nightmares that haunted him after the incident.

Firstly, it covers negligence — asserting the city failed in its responsibility to provide a safe environment for the community, including the minors who regularly visit the center. It highlights that the police department was aware of Irfan’s troubling criminal record, which includes past charges of assault and reckless behavior, yet allowed him access to facility.
Additionally, they accuse the recreational center of negligent supervision, asserting that essential security measures and supervision protocols were lacking, particularly given the known risks posed by individuals with violent histories. They argue that the absence of sound security practices played a significant role in enabling the attack against the teen.
Further claims in the lawsuit include premises liability, where the family contends that the recreational center had a duty to maintain a safe environment. They also emphasize the need for training and supervision, as they assert that neither the center’s employees nor police officers were properly trained to handle emergencies involving potentially violent individuals.
