In a shocking turn of events, Wayne County, Michigan has found itself at the center of a heart-wrenching child exploitation case involving a 30-year-old man named Devan Cook from Redford Township. Authorities are alleging that Cook engaged in heinous acts against a 15-year-old girl, which included recording these crimes.
The unsettling allegations were officially filed in a federal criminal complaint in the U.S. District Court for the Eastern District of Michigan. Cook appeared in court this past Monday and is currently held in temporary detention. A detention hearing is set for Wednesday, where more details may come to light.
The serious charges against Cook stem from the sexual exploitation of children through the production of child pornography. In Michigan, this specific charge is no laughing matter. It comes with a mandatory minimum sentence of 15 years and could even lead to a maximum of 30 years in prison if convicted.
It all began when the FBI received a tip back on January 19 from a non-government organization regarding a 14-year-old girl who had been missing since October of the previous year. Investigators quickly connected the dots and suspected that the girl was in the company of Cook, who had a history of unlawful imprisonment and had been on parole since January 23, 2024. His scheduled release was set for February 22, 2025, but these latest developments may change everything.
During the investigation, federal agents were able to trace Cook’s phone number through his brother. When contacted, Cook allegedly insisted that the girl was in a different part of Detroit. However, thanks to swift action from law enforcement, authorities located and successfully rescued the 15-year-old girl. She was promptly taken to a hospital for evaluation, where her story began to unravel.
Once safe, the girl disclosed to a social worker that she had been living with Cook and allowed investigators to examine her cell phone. The results were chilling. Authorities discovered videos on her phone that showed her engaged in sexual acts with Cook. The girl was able to positively identify him when shown photographs by law enforcement.
This disturbing case is not an isolated incident. Sadly, Michigan has seen a troubling pattern of similar crimes in recent years. For instance, Thomas Hungerford received a 15-year sentence for secretly recording a 17-year-old girl. Another individual, Scott Michael Elam, is currently awaiting sentencing after pleading guilty to sexually exploiting a minor. Additionally, Kelton Salowitz was sentenced to 15 years for his involvement in the exploitation of a 12-year-old girl.
The gravity of the situation has left the Wayne County community reeling. Parents are understandably worried, and many are calling for stricter measures to protect children from such predatory actions. Devan Cook’s case serves as a painful reminder of the need for vigilance and education regarding child safety and exploitation.
