In a shocking revelation from Detroit, a 22-year-old man has come forward with alarming allegations in a lawsuit against Wayne County and state officials. The man claims he was repeatedly raped as a teenager by staff members while he was detained at the Wayne County juvenile jail.

According to the lawsuit filed on Thursday in U.S. District Court, the young man asserts that one of the employees would often visit his room carrying “drinks that smelled of alcohol, sweetened tea, candy, and other treats.” He described a system of manipulation and intimidation, where both staffers allegedly coerced him into silence by threatening solitary confinement or transfer to a max-security adult prison if he spoke out about the abuse.

What’s even more disturbing are the details surrounding the assaults. The lawsuit claims that these incidents occurred so frequently, especially in an isolated shower, that the young man “lost count.” He articulates how the staffers would label him a “troublemaker” to isolate him from other detainees, placing him out of reach of surveillance cameras, making their actions all the more secretive.

The incidents reportedly took place over three years, from 2018 to 2022, when the man was housed at the facility for extended periods. His attorney, Bertram Marks, emphasized how difficult it was for the young man to open up about his experiences, highlighting how isolated and unheard he felt throughout his ordeal. “It’s just so frustrating to me personally because I just can’t imagine a community that would accept this as a norm,” Marks acknowledged.

Reactions from Authorities

When approached for comments regarding the lawsuit, Wayne County spokesperson Doda Lulgjuraj stated that the county “has no record of the incident(s) alleged in this complaint and will vigorously defend these unsubstantiated allegations.” Similarly, a spokesperson for the Michigan Department of Health and Human Services suggested she couldn’t comment on ongoing litigation but indicated a commitment to the health and safety of juvenile justice-involved youth.

Conditions at the Facility

This lawsuit is not an isolated case. The juvenile facility has faced scrutiny since 2022 due to reports of overcrowding, understaffing, and numerous allegations of physical and sexual assaults. There have been multiple incidents reported involving young detainees and staff members, including recent cases where staffers were charged with sexual misconduct.

In fact, the alarming state of the facility led to a temporary health emergency declared by Wayne County Executive Warren Evans following reports of a 12-year-old boy being raped by other residents. To address safety concerns, measures have been taken to relocate youths to the William Dickerson Detention Facility and, more recently, to a new Criminal Justice Complex.

In the lawsuit, Marks alleges that the county officials were aware of a troubling history regarding the accused staffers, who had faced “several allegations of assault, neglect, and duty failures.” He argues that the man’s constitutional rights were violated, declaring that he endured inhumane conditions while failing to secure his health and safety.

It’s worth noting that the young man has not yet reported these incidents to law enforcement, although his attorney has encouraged him to pursue criminal charges.
